History of Trek uniforms

Three different Prime Universe sources all presenting the same uniforms, I think it'd be safe to say they're Prime Universe as well.

Being no US citizen, I have no idea, but probably more than you think would be reasonable. But did they burn through 3 sets of them within a decade?

The US Army started phasing out the green service uniform in 2007, replacing it with blues which had previously been a formal uniform. Blues became the issue uniform in 2010. The blues in turn began to be phased out in 2018 in favor of a retro-styled "pink and green" service dress inspired by WW2 officer uniforms, with issue beginning in 2020. So three completely different service uniforms issued in ten years.

What rarely happens, though, is completely starting over from a clean slate. Dress uniforms may change, while working uniforms stay the same, or vice versa. Also there is always a transition period, usually a couple of years, when different uniforms are allowed to overlap, so perfectly good clothing doesn't have to be chucked out and replaced.

US Navy officers in the transition period from single-breasted stand-up collar blues to the double-breasted, open collar and tie style which is still used today. Either type could be worn 1919-1922.

Well, Picard is set in the late 2390s, and they're not wearing those uniforms there, despite the fact that AGT has them being worn in 2395. I guess it's possible they might move onto them some point down the line, Endgame shows them being worn in 2403 while The Visitor has them being worn in 2422, but at the moment, they have not been worn in the Prime Universe.
But they had Kelvin uniforms...
If you mean the uniforms Captain Robau and the crew of the USS Kelvin wore, the article even notes that since the opening of Trek XI is supposed to be the branching off point between the Prime and Kelvin timelines, that means those uniforms were worn in both timelines and can be considered a Prime Universe uniform.

Only if there were no PU changes in the past.

The same could also be said of the uniforms of circa 2254-2265.
