Hey, I never noticed that before...." (TNG edition)

Troi changes costumes often in episodes. Sometimes as much as three per episodes.
Episodes are recorded/filmed over the course of multiple days, costumes have to be clean after each days use and each principle actor had multiple costumes. So (for example) Sir Patrick probably wore two or three costumes per episode, but they all looked the same.

For whatever reason, the effect always seemed much more apparent in Lwaxana than in Troi to me. It looks a little bit freaky, which is a good thing in that it makes her feel at least a little bit alien to me.
I agree. you don't notice it as much in Deanna. I don't think I noticed the different in the Betazoid's eyes until the first episode with Lwaxana. Even then, it took me a little bit to figure out why she looked off. It was her eyes. lol

I thought everyone knew about the black eye thing, it's not the intended third boob is there to distract folks

Yes, but I'm referring to different costumes. Different colors and different cuts. Like Picard wearing the standard uniform, a dress uniform and the jacket & turtleneck in a single episode.
