I think it's pretty evident that Micah is rebel since he's giving a lot of attention to Tracy, who's his Aunt afterall.

Yea. The main part of this whole rebel thing is I just don't understand why they never suspected Micah. They have records on every one of the characters on heroes with powers (well other then Nathan), but they mysteriously didn't know anything about Micah?
