Has it? All they've said is that a manual on the USS Enterprise is in the works. The recent press release from CBS said that Mike and Denise Okuda will be involved, and they had absolutely nothing to do with JJ's ship. They did have a hand in some of the others, though.
So, who's to say, definitively, which ship is going to be featured? They could very well be thinking of doing a series of manuals for each ship, starting off with the one most folks are familiar with (which, sorry to say, Dennis, ain't JJ's).

Unless I see the TOS E or the TMP refit then I couldn't care less.
We don't really have to wait. With the resources at hand these days fans are making their own stuff. And the quality of work can be just as good and "professional" looking as anything TPTB might get published.While the rest of us, who want nothing to do with that bloated monstrosity will patiently wait for manuals on the other ships.

Who fucking cares about the "official" stamp of approval? Some do. Others don't.
My TOS shuttlecraft drawings will likely never get anything other than some fan recognition. But with help from other like minded fans I was able to cobble something together that works, and likely better and more credible than what most of what comes out of the "official" grist mill.
I've seen fans around here create gorgeous and more credible looking work than most of what comes from TPTB. I've seen devoted fans put a lot of thought and care into very believable plans and layouts of how various Trek ships are likely arranged internally.
CRA, why the fuck should we care about some publication devoted to the nufauxprise monstrosity with it's phallic looking nacelles? How many people around here, including yourself, have created convincing layouts of the TOS E and other ships?
