Of course it is. That's the point, if you're going to put a sexual assault in trek it shouldn't be "fluff", it should be handled well, not used for sub standard Carry On type humour. Humour which was frankly done badly anyway.
As other posters have pointed out up thread, this is a topic on which we have a cultural blind spot, we rightly abhor male on female sexual assaults and rightly wouldn't dream of using them as light hearted "fluff". For some reason the fact that the victim is male changes the game and it's all perceived as just a bit of fun, a lark, light relief. The scenario may be far less common but being in a numerical minority does not reduce the seriousness of the content or how inappropriate it is as a form of comic relief.
If you disagree try mentally recasting the scenario with Troi breaking up the fight then having a male Klingon forcing himself on her. Top that with having Crusher dismiss her out of hand saying she should either kill the Klingon or give him what he wants and tell us all how humorous it is. Why not go one further and have Picard tell her it's her duty as a starfleet officer to respect his culture and submit? Just a giggle really.
I'm guessing you wouldn't do that and more to the point you'd likely call out another poster who did, precisely because it wouldn't be funny.
The issue here isn't people lacking humour, it's people lacking anything funny to laugh at.
