On DS9, Nog didn't even graduate from the Academy but got his commission to ensign anyway, due to his war experiences aboard the Defiant.
No, because if you listen to the dialog between Nog & O'Brian, he was promoted due to Starfleet running low on officers due to the war. Stafleet was bumping up Ensigns to make up for the man power loss. It's why O'Brian & Nog then joke about how desperate Starfleet is.

When he wound up aboard the Valiant with Jake, he rightfully identified the captain & crew as officers senior to his position as an ensign. They too were cadets, but their ranks were field commissions. The captain was promoted by the previous, dyin' captain, and then he promoted everybody else.
They were all field commission on the Valient, so they'd all be equal.

My question is, is graduated Officer from the Academy equal to one given field commision who isn't an Acadmey grad.?

Tom doesn't even have the skills or training for his rank.
He only has it because he's Adm. Paris son.
