Yes, most countries will not go to war over mistreatment of one individual. Argrathi isn't in the Federation so their criminal trials don't have to meet Federation standards for justice with the defendant allowed counsel, to collect their own evidence, etc.

Possibly some sanctions which might or might not affect the governing classes at all. And possibly the Federation list Argrathi as dangerous for Federation citizens and recommend they not visit.

It's a huge issue across all of Star Trek really.
Having a character being emotionally destroyed, showing a glimpse of things going towards the better at the end of the episode which things having never happened by the next episode. It was part of how tv worked in the 90's and early 00's.
Look at The Doctor in Voyager, when he was forced to relive choosing a friend over a co-worker when both were dying. That episode ended with him shattered. Next episode, all good.
Picard, in TNG. Several times really. Only 'Family' showed him not being ok with what happened afterwards, and we only really saw him being still not doing ok during First Contact and later Picard.

Shows like Discovery are showing long lasting effects over episodes when people are forced to deal with hard psychological trauma. I really like that.

The best part of it. DS9 and TNG occasionally did, but it is also so infrequently done that, while enjoyable for the episode length, afterwards is completely unsatisfying. The ignorance of mental health treatment and trauma recovery is frustrating in Hollywood for me.

I prefer "episodic with some continuity"; too much continuity makes revisiting a series difficult. Also, let's be honest here...we're all selective to varying degrees with "reality" when it comes to fiction. "Realistically", well-adjusted characters would be (temporarily) taken off assignment after killing one individual and then have to deal with the resultant trauma for several episodes if not several seasons.

Practically, Rosalin Chao's disappearance from the show in the late seasons to pursue a movie career would make any truly personal stories about O'Brien to be awkward.

It could have played into the "O'Brien" must suffer thing. Or Not. "Welcome back, oh Keiko left you, while you were gone, Chief Sorry. " "finally, things are starting to look up."
