Had Voyager Never Been Sent to the Delta Quadrant

Well that raises a related question. In non sequitur, Paris was a free man. In Caretaker, The Penal Colony people said Paris was an exemplary worker, so he must have been released shortly after not going on Voyager.

I had another thought. Gul Evek was featured on TNG a few times, DS9 a few times, and on Voyager in Caretaker. His ship was disabled in the plasma storm right before Chakotay and crew were pulled into the DQ.

Was Gul Evek in any DS9 episodes after Caretaker? We later learn that a Cardassian Vessel was brought to the DQ at the same time as Chakotay. Was Evek also stranded.
 
Memory like a sieve. If I recall (too lazy to source the transcript page again), but Harry awoke in a future where his friend was accepted on Voyager and he was not. Tom made it all the way to DS 9 but got into a fight and was sent back to the penal colony to serve more time. Voyager went missing still.

They were in need of a real "deep space" type mission. The Caretaker array served that purpose. They could've enabled it some other way, though. While chasing a Maquis ship, there's an unstable wormhole that the Maquis decide to exploit to escape the chasing Voyager. Science officer gives some percentage of the wormhole being unstable, but that sensors show the Maquis ship made it through without being destroyed so Janeway decides it's enough of a risk. And when they get to the other side, they're in the middle of an alien firefight -- two species having an all out war. Ships flying everywhere. The Maquis ship is seriously damaged. Voyager attempts to contact the aliens... one replies. Translator partially works, and it seems they're rather intimidated by Voyager being far more powerfully equipped. They work it out where Voyager serves as an ad-hoc diplomatic envoy and helps abate the battle and start talks. Serendipity. But it doesn't last. One of the ships is hit and its warp core starts to breech. Boom! Right near the wormhole, which causes it to shut. Voyager is stuck. Where are they? Hah -- it's the Delta Quadrant!
