Ro Laren definitely. There's some unresolved business there with Picard.
i'm kind of happy with the cast that's been announced so far and the tease by stewart that more may be queued up. since the show isn't just a straight up TNG reunion and the entire cast isn't at the forefront, i don't see the need to shrink the universe by having someone we know pop up every episode.

Given his demeanor, he definitely deserves to be an admiral by now.
Great performance and one of the best TNG two parters.
Jonatahan Frakes did a short interview for Trekmovie and says Riker and Deanna are stilled married and mentions some interesting things in the interview. He's going to appear at Star Trek LV and then will be allowed to say more about guest starring with Marina Sirtis in the Picard series.
Robert Picardo has said CBS contacted his agent about a possible appearance in Season 2.

It's not unusual at all for streaming shows to be renewed before the first season has even aired.
Lower Decks has a 2-season order. Wouldn't be too surprised if Picard did as well, with some kind of opt-out clause should it perform disastrously.
Seeing Robert Picardo would be fun. I think he'd be the first Trek character to appear in canon Trek, continue one of his characters in a fanfilm (Renegades as Lewis Zimmerman, he had a girlfriend and everything) and then hop back into canon again.

I have to imagine that CBS is already of the mind that they will continue to produce Picard for as long as Sir Patrick Stewart is willing to play the role.
As for Picardo, if they bring him in as Zimmerman that will make the third show that the Zimmerman character appeared on. REmember that the first time we saw the flesh-and-blood Lewis Zimmerman was actually on Deep Space 9 rather than Voyager.
I keep thinking about that leaked casting call which has kinda but not completely turned out to be accurate. Maybe they'd bring Picardo back not to play the Doctor from Voyager, but another EMH instance of his model purposefully kept from developing an independent personality beyond his programming.
Hopefully as a completely brand new recurring character.
