Precisely. The idea that Scotty's sabotage of the Excelsior put an end to transwarp development is bonkers. Can nobody else in Starfleet run a diagnostic? Does the Excelsior not carry spares? Did nobody check!?
My favourite headcanon explanation is that the Excelsior's transwarp drive just became the next generation of warp drive – hence why the warp scale was recalibrated for TNG – and "transwarp" refers to anything with significantly greater performance than the standard warp drives of the time rather than a specific technology. The NX-01 was arguably the transwarp "great experiment" of its day.
