The excision of the drug scene in "City" was one of the causes of the grudge Harlan Ellison had about the way he (his script) was treated. GR would not have starfleet people doing bad things (selling drugs). I'm guessing based on his own laissez-faire morality GR would have been ok with people "using" in the future, but that would not go over too well on 1966 NBC.

What about the drug that T'pol got addicted to. I don't remember its name but it was an arc in season 3 or 4.
