People need sufficient sleep for their overall health, and I'd hate to see this perceived as a viable alternative to that. But it could be valuable for people in high-priority jobs that make it impractical for them to get enough sleep -- people like doctors, pilots, emergency workers, the military, etc. People who really shouldn't be making decisions with sleep-deprived brains.
Not to mention Congress. I saw Bill Clinton on The Daily Show a while back talking about how the modern fund-raising culture requires members of Congress to keep jetting around the country at all times, with the result that our nation's decision-makers are all badly sleep-deprived. Which could explain a lot about the state of the nation. Anything that could help them make better decisions is a plus.
