Generations plot hole

I liked Phil Farrand's proposal in The Nitpicker's Guide for Next Generation Trekkers Vol. 2, which went something like this:
1) Picard should have first gone back to Earth of a few days ago and tried to prevent the fire that killed his family back on Earth, or at least warn his family about it, then deal with Soran and the Duras sisters (or alert the Feds and let them handle the matter) once his family was safe.
2) Meanwhile Kirk should have gone back to the maiden voyage of the Enterprise-B and let the indecisive Capt. Harriman deal with the two refugee ships on his own. Presumably this would result in all the El-Aurians being trapped in the Nexus permanently, including Soran. The only drawback is that Guinan would also have been trapped and never have eventually wound up on the Enterprise-D, thereby altering TNG history.

Weren't there 2 (out of 3) ships saved? Was it ever declared that Guinan and Soran were on the same one? Left to his own incompetence, Harriman COULD WELL have recovered only ONE of the three...the one with Guinan aboard.
I swear, if these writer dudes LIT UP once in a while they'd SO TOTALLY come up with plot devices that have built-in Treksplanations.

But, all Picard would have to do is stop Soren, prevent him from beaming over to Armagossa (how the hell did THAT happen anyway?!) and then wait for Geordi and Mr. Tricorder to find the solar probe/StarKiller, show that to Starfleet and then show them the Solar Probe/StarKiller on Veridian III and then present the evidence of Soren leaving the Nexus and being distraught over the loss of his family.
There's no way Soren WOULDN'T be in deep doo-doo.
As for plot-holes? How about this one: Why did NO ONE notice the bug in Geordi's VISOR?! The thing was transmiting a signal to the BoP, certainly the Enterprise should be set up to detect stuff like that or Geordi's person and belongings would be searched for bugs upon returning from an enemy vessel?!
Perhaps the signal was such that the Enterprise couldn't detect it.
Yup. Perhaps low-tech is easier to conceal...

There was only one plot hole in Generations?
Both of those movies had great endings but here for one thing people seem to want a reset button to be pushed and things go back to the way they were with no character development and for another after seeing three quarters of the movie that ending IMO would've matched the set up.
So you either accept a plot hole or a reset button which of the two is worse?
Another plothole is the ENT-B being the only ship in range to mount a rescue and it's around Earth. And it also happens to be an incomplete ship as well.
Should we call this a "plot hole", or a "consistent if peculiar feature of the Star Trek universe"? There are never more than one or two starships near Earth. While such a thing goes somewhat against our expectations, we can't just dismiss the possibility that we are too stupid to figure out the very logical and pressing reason for this...
