Let his story end with "Mudd's Passion(TAS)." We don't need him back just because Enterprise and "ooooh, but it'd be cool because it's going to be Kirk's ship in a few years." We don't need to bring back everyone who even gets a passing mention in TOS.

No it hasn't.

Here's a VOY/STO question... do you think there are races who electively turn their dead over to the Kobali to give them another chance?
 
I could see the Klingons maybe since they believe the body is just an empty husk once the spirit has successfully bon voyaged.

On an only very slightly related topic, I wonder what some species life expectancies are, like do saurian humanoids live longer like reptiles do and would Caitians for example have a shorter life expectancy

I would think Klingons, since they believe in an afterlife, would be less interested. A species that regards death as the end of the line might appreciate the idea of a second chance, especially with some of your memories intact.
 
Another reason I think the creators of Lower Decks and Prodigy cared just a tinsy bit more than the creators of the NuTrek live action shows is they included the name of each episode on screen.

I can't really speak to Prodigy, but I feel sure that this was done in Lower Decks simply because they were consciously echoing the conventions of 90s Trek, most particularly TNG.
