Yes. For one thing, Mudd was pretty impressed with the Enterprise when he came aboard in Mudd's Women, not like he'd been there before.Let his story end with "Mudd's Passion(TAS)." We don't need him back just because Enterprise and "ooooh, but it'd be cool because it's going to be Kirk's ship in a few years." We don't need to bring back everyone who even gets a passing mention in TOS.

I would think Klingons, since they believe in an afterlife, would be less interested. A species that regards death as the end of the line might appreciate the idea of a second chance, especially with some of your memories intact.I could see the Klingons maybe since they believe the body is just an empty husk once the spirit has successfully bon voyaged.
