I believe they mention how many years have passed in several episodes and it more or less lines up as one year per season.

He probably did. We never saw that though; TOS as I recall never got into Starfleet politics like that, like they did sometimes in TNG. But Spock never struck me as the type that wanted to be in a position of power like being the captain of his own ship anyway.
Since you mention that, and as I recall it, he was able to make the Hard Choice there, taking a calculated, if awful, risk -- and it paid off. That is one of the qualities I'd associate with a commander.
But so is engendering loyalty and confidence in the crew...
Hmm.. I don't recall anyone on TOS distrusting Spock, though.
