I mean, it's undoubtedly very easy by the 23rd and 24th centuries, but people keep getting confronted by these kids they didn't know they had. Even someone who should be responsible (like Picard) and someone else who had a lot to lose (Dukat) make this mistake.
I would think that by the future, kids are available to those who want them (Beverly was presumably able to reverse the sterilization of a whole planet with little effort), but the default state for most people would be "not capable of reproduction". That's why sex isn't a major issue. If you want a kid, you see your doctor, and you have one. Abortion is probably legal, but almost never happens because pregnancies are planned events.
