General Trek Questions and Observations

Maybe they have a smaller number of ensign level crew than other ranks, and need someone to maintain that position.
Bump up a Crewman, then. It's not like Janeway hadn't commissioned at least three non-Starfleet personnel to officer posts (Torres, Ayala, and Seska). Also, remember that Pete Durst was an Operations lieutenant, and he died. That creates an empty lieutenant's spot, and as chief of operations, Harry would be the logical choice.

Exactly! If people die (and some did) move the ranks up.

I have few talents and fewer skills, but I am a master of the fine art of "instantly squash any rationale for Harry's 7-year ensignhood".

Would the Prime Directive prevent Starfleet from aiding a non-member world located in federation space that is being blockaded by pirates?

Perhaps in the 'Living witness' version of Voyager?

JANEWAY: You've been in command on Voyager before.
KIM: On the night shift, for a few hours. It's not the same thing. You and Chakotay are always a couple of decks away, ready to take over if anything goes wrong. I've been on Voyager for almost seven years and I'm still an Ensign.
JANEWAY: Hmmm, you do have a point there.... Lt. Jarden to the conference room.
<15 seconds of waiting, then a Kazon in Starfleet uniform enters>
Lt. Jarden. Reporting as ordered, Cap... <a phaser beam is fired from offscreen in his chest>
<Lt. Jarden with his dying breath> Why, captain? What have I done wrong?
Janeway: I needed an open spot for a promotion. Anyway, I recall you weren't exactly happy when we conscripted you, so isn't this better for all parties involved?
Janeway <while sitting down>: Oh, I almost forgot. Congatulations, Lt. Kim! You can take the pip off his uniform, he won't be needing it any more.

Yeah. Something like that. Assuming she didn't just fry Harry and promote the Kazon... she did seem to have it in for the former, after all. And given her soft spot for Seven, she might have a similar weakness for Mr. Klingon Lite.

Either version would have assassinated Janeway's character less than the version we got. Consider...

KIM: "On the night shift, for a few hours. It's not the same thing. You and Chakotay are always a couple of decks away, ready to take over if anything goes wrong. I've been on Voyager for almost seven years and I'm still an Ensign."
JANEWAY: "If this is your way of bucking for a promotion..."
[Translation - "You've got a lot of nerve, pointing that out!"]
KIM: No, no, I understand there's a command structure and that our circumstances are unique. But the fact is, if we were back home, I'd be a Lieutenant by now. Maybe even a Lieutenant Commander."
JANEWAY: "You're pretty sure of yourself, aren't you?"
Translation - "You think that just because you have more than two dozen top-rated officer performance evaluations, you might actually have gotten promoted in six years, when a mediocre officer would probably be in three?"

Another question... why don't people use birth control on Star Trek? I mean, it's undoubtedly very easy by the 23rd and 24th centuries, but people keep getting confronted by these kids they didn't know they had. Even someone who should be responsible (like Picard) and someone else who had a lot to lose (Dukat) make this mistake.

I would think that by the future, kids are available to those who want them (Beverly was presumably able to reverse the sterilization of a whole planet with little effort), but the default state for most people would be "not capable of reproduction". That's why sex isn't a major issue. If you want a kid, you see your doctor, and you have one. Abortion is probably legal, but almost never happens because pregnancies are planned events.

They do. IIRC, Sisko mentions it. Memory Alpha says it was in "Dogs of War". Sisko forgets to get his injection and Kassidy gets pregnant.

I'd think they'd have more reliable methods than that. Or at least a more reliable method of reminding a person.

Mistakes happen. I guess it's the 24th century equivalent of slipping one past the goalie.

At least Sisko and Kasidy were married, though. And given that Kasidy hadn't taken her shot either, maybe she helped Sisko forget. Or maybe he didn't forget at all.

But consider, Kirk wasn't ready to settle down... Dukat had a wife and kids to worry about... and
would Picard OR Beverly be dumb enough to screw around without taking precautions?!

On the bright side at least none of those children were conceived without the parents' permission and for a nefarious reason like Elizabeth Tucker in the Terra Prime Arc. The poor baby was brought into the universe with DNA from both Trip and T'Pol, used as a cudgel in Terra Prime's xenophobic plan to scare aliens off of and attack authorities on Earth and then died due to genetic problems in Paxton's plan to create her.

I recently watched Justice and by god, I forgot how purely terrible that episode is. I thought it would be redeemed by a Picard speech at the end but sadly not, he kinda just shouts at the sky then bails without resolving any of the issues.
