How would the PD apply to Veridian III. Veridian IV was inhabited, would Starfleet have to not only clear the remains of the saucer of the 1701-D but either re-establish the landscape the way it was before the saucer crashed or make it look like a meteor hit or some other natural phenomenon happened, which would probably mean creating damage to Veridian III, all so that should the inhabitants of Veridian IV develop interplanetary travel they won't suspect that a space ship crashed there.

Once the people of Veridian IV reach our level of technology + or - 30 years, they'll be able to see from their home world that Veridian III has plant life.

Right now we can distinguish new growth forests within old growth forests and see ancient impact craters.

I grabbed a flow chart at random off the internet and added a few things, it's partially a joke, but also a statement that in application the PD would be complex (probably more so than what I posted).

Given some time I could make a "real" one.

I applaud your creativity and acknowledge my apparent gullibility. Either way it's impressive looking, even as primarily a satirical statement. Regarding that aforementioned ingenuity, if you ever are of the mind to actually construct the real McCoy, i'd love to see it.
