The aliens were not super-beings. They couldn't do anything that their human hosts could not do. They were reliant on their spaceships and so forth. Couldn't Starfleet have simply prevented anyone from leaving the planet rather than have to commit genocide to stop the parasites from spreading?

General order 24 feels very controversial to me.

There's also this tidbit from TNG. Federation ships are given the right to fire on tarrelian ships if they encounter them. That's a bit harsh isn't it? Can't they just scare them off?

Here's the biggest thing: they have no idea if those things can be quarantined, or that the people aboard the ships will not infect others. You can't have scout's honor with infectious disease.
