This.Of course it can be (and is). Canon has nothing to do with tone, nor with contradictions. All previous canon Trek have contradicted each other whenever they liked and have produced stories with a completely ridiculous tone (whether intentional or not) even to the point of being parody-esque.

The creator, McMahan, has been consistently on record saying he wants it to be a Star Trek show, existing in the same world as Picard and Data and the rest, and has worked with the producers of Picard and the overall Star Trek Universe team to maintain storyline consistency. There are zero cartoon elements in the first season that remotely resemble anything from the Looney Tunes library.

CBS has no incentive to do so but it certainly can do so. But, it's more likely to call it another timeline and be done with it, rather than changing canon status. Or, more likely, it will not worry about it at all.
