I strongly suspect he was the voice of all the Cylons (well, all the Centurions) in the original Battlestar Galactica and Galactica 1980. He was credited as the voice of the damaged Cylon Cy in "The Return of Starbuck," which used a different voice treatment where Owens's own voice was more audible, but all the Cylon voices throughout both series had a particular rhythm and syncopation that was very much like Owens's distinct way of speaking. And he was a very active announcer and voice artist in TV at the time. I wish I knew for sure, though.
Both the Gold Command Cylon Centurions and the Silver Cylon Centurions were voiced with an EMS Vocoder 2000 [1] (verified in the book 'How to Wreck a Nice Beach' by Dave Tompkins) by voice-actor Michael Santiago.
