Garak & The Maquis

Just wondering why Garak was completely absent from the Maquis two-parter? He always seemed to have his finger on the pulse of Cardassian goings-on, so you’d think he would have alerted Bashir or Sisko to the rising tensions in the DMZ, be it covertly or directly. But instead, they had Gul Dukat fill that role.
 
Garak is still a Cardassian patriot. He's Cardassian, and the Cardassian government are the only ones who can end his exile. He'd probably rather Cardassia controlled most of the DMZ. Since he's living on the station he can't work against the Federation or Bajor directly, but he certainly doesn't have to feed them any information they didn't already have. He might, however, be feeding information about what the Maquis side are up to to his contacts on Cardassia.

It wasn't until Cardassia was dominated by the Dominion that Garak started working against them.
 
I agree with kkt. He didn't really start becoming actively involved and an ally until later seasons. Those early seasons he was still a bit plain, simple Garak.

It was also a more compelling story that Dukat and Sisko were playing ally, with some interesting dynamics there. And that was predicated on Dukat coming to Sisko for help.
