I doubt it, by the way this game has been going...I agree. IMO she should be second place after Garak, but I expect Spock to win. He's Spock, after all. Winning these kinds of games is what he does.
Yes. She is a former terrorist (BTW... I really liked it that they didn't sugarcoat it by using some euphemism) whose entire life entire life has been shaped by violence and oppression around her, and the violence she herself had to use and participate in because that was the only way to fight back - and who needed to heal and let go of her anger, trauma, prejudice and distrust, while still not betraying her principles... Why not? She's brave, tough, vulnerable, intelligent, resourceful and strong but would be the first to admit that she isn't perfect by any means.
And as with all DS9 characters she developed and changed over the course of the series (perhaps more than any of the others) unlike about 65% of the characters on this list who didn't change at all...
