What about the Wormhole aliens?

I dunno. Folks who live in a hole don't seem too tough.

Two others I liked but are somewhat similar are the Mokra Order from "Resistance", and the Devore Imperium "Counterpoint". Both evil black leather draped authoritarian nation, but also both very formidable for Voyager.

I added the Caretaker there because the extra-galactic alien's initial sensor sweep destroyed nearly all life on the Ocampa's planet, and he could transport countless ships at will across the entire galaxy: his people, the Nacene, are very formidable.

The Breens are a scary bunch! Not much is known about them and they seem to have more advance technologies than the Fed, and they've demonstrated to be a fearsome and cunning warrior race. Kindda reminds of the the Ancient Romans.
