Could have happened 14 years back: according to Gary Russell's behind-the-scenes book on the McGann movie, Christopher Lloyd was lined up to play the Master (Fox wanted a 'name' American as the Master if they were going to let the Doctor be British), but there were niggles about the asking price. Then he took another job, and they ended up paying Eric Roberts more than Lloyd's agents had been asking...
