His teleporting has pretty good range, he can jump entire city lengths and doesn't need to see where he goes to go there. And Dagger's power is that she can create weapons out of light...meaning she's never unarmed.
And presumably can produce a blinding light as well. (At one point, her hand is glowing so brightly that Tyrone has to avert his eyes, allowing her to escape.)
One oddity when it comes to the visions. Tyrone's "victims" actually seem to experience some sort of disorientation or weakness afterwards, whereas Tandy's mom and boyfriend seemed unaffected and oblivious to what just happened.

There was that guy he touched in episode 1 who seemed drained and hurt by the contact as well, though there was no vision there that I recall. I think Tyrone may have some kind of life-energy draining touch independent of the visions. It makes sense, in a comic-booky way -- Tandy emits energy, so it follows that Tyrone would absorb it.
Also:People enveloped by Cloak's darkness feel numbing cold and experience terrifying visions of their own greatest fears and nightmares. Overlong exposure to the darkness can drive people insane.
Cloak feels a constant hunger which can only be assuaged by feeding either on light projected by Dagger or on light consumed from victims dispatched to the dimension of darkness.
