As I said elsewhere, given it seems to be a casino, and Raffi wants to go there (meaning it probably has good drugs) I'm hoping against all hope it's run by Quark.
I had the same idea and took it a step further. Wouldn't it be crazy if Freecloud was actually Deep Space Nine that was renamed after the Federation withdrew from Bajor?

I don’t know about the Federation withdrawing part, but Freecloud being DS9 would be all kinds of awesome. But I doubt that will be the case.
It can still be Empok Nor. Close enough for me. But then again, it's more than probably something original.
When it said "Welcome to Freecloud," I just assumed Raffi gave up and was about to listen to some music.
Kurzman talked about a possible appearance of DS9 characters in the show, in an article. Maybe it happens sooner than we think, and we'll get Quark in the next episode
I really like this idea, just not the part of the Federation leaving from Bajor. Maybe Bajor is now a member of the Federation and there is a new official federation starbase in orbit, while Quark bought DS9 and renamed it into Freecloud.
Next episode they're going to that Romulan refugee planet to pick up Elnor. I don't think they'll get to Freecloud until Episode 5.
I was just looking for a reason why it could now be known as Freecloud instead of DS9. But I think it's not impossible that Bajor stayed neutral and now serves as a host to whatever AQ/GQ delegations are negotiating whatever treaty. That would also be an explanation.
