Looks late 23rd century to me. Might have been a result of an earlier co-venture. I think I remember Garak saying something in A Stitch in Time Tain and his Romulan counterpart hating each other despite their peoples sharing technologies with one another. …would help both keep up with the juggernaut Federation.

Or it could a regional effort from one of the Romulan vassal worlds or prefectures. Not a blood green ship like the rest of the imperial fleet but a local one painted bird-of-prey orange.

I am unsure if it is too large, it is a 310m vessel to the Connie's 289m, but it indeed has a lot more mass.

I've designed a version or 2 of the bloodhawk... I'd love to see what you come up with... So as Kirk would say, "Step to it mister."
