Short version is: minorly psychic bird noodle dragons whole have been spacefaring long enough it is evolutionally apparent. Their larger ships look A LOT like that one, to the point it didn't seem coincidence:

(It's a bit hard to see at this angle, but the main hull is bow-shaped and the wingy bits extend fairly far past its trailing edge.)
They're fun and would absolutely fit as a Trek two-parter for Picard to make common cause with "why can't we all just get along" Tokhata the Just in overthrowing the aptly named Atreus the Bloody (whose political platform is basically "only we get to be spacefaring, if you don't like it, we just kill you" and predictably made exactly zero friends.)
When not being led by a genocidal maniac, the Morrigi are exactly the sort of folks who would think the Federation a darn swell idea, so I figured the reference deliberate.
(Edit: they're also exactly the sort of folks who would build a ship dedicated to doing events and other Culture Stuff, with extra uses for other civil utilities; being Very Cultured (especially with novel culture, which the Federation would provide a bounty of) is one of the ways to impress the ladies in their own culture.)
