Not in a, "I'll burn this this down" way, just in a, "Typical, they just can't leave it alone." way.
Hopefully they say nothing concrete and I can just pretend that when Sisko came back to Kasidy and their child, they lived on Bajor and never told anyone at Starfleet that he had returned. ;)

Edit: My knee-jerk reaction to that image was annoyance, but I'm thinking now that the framing of it doesn't actually preclude the fact that he did come home. For all we know the course ends with the instructor revealing that:

Sisko did die in the fire caves.
Sisko did live on in the celestial temple.
Sisko did return from there to help raise his child with Kasidy.

Dr. Bashir was lucky that Command even allowed him to remain in Star Fleet as a doctor, after his DNA augmentation was discovered.
Any future promotions were pretty much kiboshed at that point and with his commanding officer (Sisko) vanished into the nether, there probably wasn't anybody in authority that would have put in a good word for him.

You're forgetting that the very next person to take over Sisko's position had served with Bashir for seven years, and had grown to understand what a dedicated and honorable man he was. ;)

(Yes, I know she probably wasn't in a position to promote Starfleet officers, but nevertheless. I reject the notion that Bashir was quietly blacklisted.)
