Seriously what is the difference between the two?
If you are American it makes a great difference if you are not a one percenter who needs social security and health insurance and cannot pay for those out of your own pocket.
If you are not American it makes a great difference if you are in need of international aid. Romney was willing to let th US automotive system go to hell - his own countrypeople. Imagine how he would feel about bailing out Spain, Greece or the rest of the EEU.
And if you are an international ally you might not wish to be dragged into the military disaster he could blunder us into - would you wish to be dragged into a war that keeping his mouth shut to mollify the fundamental right who voted him in could have prevented?
In other words, it makes a great difference to everyone.

I have doubts about Romney cutting too much out of that. He sort of came up with Obamacare afterall.
he has to make some show of making good on the promises he has made to the far right. He has a lot of disparate interests to pelase, poor Mitt.
Most aid is about US geopolitical interests. Mubarak got plenty and i don't see given the tough state of the US why shouldn't the US keep that money and spend it at home. Romney is an imperalist so the money will keep flowing.
I have no idea how would he had decided about the auto bailot since i don't belve a word of what he is saying.

At some point these countries have to step up and make structural adjustments, they cannot live on bailouts forever.
Germany would agree. But the failure of either of those will pull down the EEU and if not sink AMerica's boat certainly gte us pretty sloshed, we've taken on a lot of water already we don't want any more.

Obama is just as hawkish about Syria and Iran as Romney. Why are economic sanctions needed against Iran? Why not against israel if the same rules aply?
Obama has turned out to have a lot more spine that a lot of voters gave him credit for.
The same rules would apply if Iran were a true ally and did not denounce us as the devil at every turn and fund and encourage terrorism.
It make no great difference which one gets elected.
