The leading theories are plot point and production error.
Neve McIntosh is usually wearing gloves so they don't bother making up her hands. And that particular photo was a publicity shot rather than a still from the actual episode.

I hope the new console room's console has proper buttons, switches, and knobs for controls this time.
She's actually wearing someone's actual hands.
It's called a "standing set" for a reason - the need to be dismantled and stowed isn't really something they consider (unlike swing sets).Unfortunately, the season 5-7 console room set wasn't made to be dismantled.
The room, probably. I doubt the console would have survived the trip; wasn't it basically falling apart?Oddly, I think it would have been easier to move the 9/10 console room (assuming they didn't finally strike it after "The Doctor's Wife").
...but with Clara joining the crew now, I wonder if it will be incrementally changed. The picture looks pretty cold, perhaps they'll warm it up over the eight episodes?
"Definitely feeling one of my headaches coming on..."
Yeah, like the bosses at BBC Wales being more interested in empire building than the basic work of just getting on with making the programmes they've already got.
"I've had a great idea..."
"Oh no, I can feel one of my headaches coming on..."
"We're going to build a new studio!"
"What's wrong with the current one?"
"Not big enough for all the shows like Casualty we're going to make here."
"They make Casualty in Bristol."
"Not any more. I've persuaded the BBC Trust to say that only drama centres like Cardiff can make drama. Not Natural History centres like Bristol."
"How do we afford to build the new studio?"
"Take it out of this year's production budget."
"How do we pay to make our existing programmes as well?"
"We can't. We'll just have to stop making them for half a year."
"What about the TARDIS set? When we built the last new studios we decided we'd never need to move it, so it can't be moved."
"Build a new one!"
"I can definitely feel one of my headaches coming on.
"And I've got another idea."

But it was a price worth paying to increase regional drama production! Somehow (in purple sky world). So true! Take it from a Bristol-based actor, losing Casualty to Cardiff was a pain in the backside.
I kinda agree. It would have been fun to have the new design just turn up unexpectedly.
Feeling hopeful about this one. I hope it ends up looking more "Time and Space Machine" and less "Explosion in an antique store".

Could not agree more... I liked the organic feeling of the control room but then the makeover to match 12's eccentricities was a bit much...
