Since we have absolutely nothing on screen to suggest that [within the context of the TV movie itself] and an actual line of dialogue to say the opposite - why would that be the most parsimonious answer?

The bigger question is why would the Timelords build something that they can't open (without a human eye)?

Maybe it's more about being fully any species, rather than just fully human - they may need to be a full Gallifreyan, or a full Sontaran, for example.
