Matalas apparently was talking up Elnor's importance as the first Romulan in Starfleet to Evagora, so maybe we'll get him back for the proposed next-next gen spinoff. The others are harder to bring back, but I'm still kinda holding out hope for Soji and Geordi to meet somehow.
There was also Kore Soong (who can appear just about anywhere in the franchise). Alison would be good for a Borg civil war arc.
TBH, I don't care about Kore as a character at all. She was included to fulfill the studio's obligations to Isa, but the character felt very much like an afterthought. I never really warmed up to Soji either, but at least felt she had potential once the writers got over treating her as a quest object, and I was hoping to see her used more.
I was mainly referring to the Vadic threat. If it was just her and her group, then yeah, I'm fully confident that Picard and crew can take her out. But you heard what Matalas just said - there's a dozen or so OTHER groups out there, just like hers! How's this one crew supposed to handle all that? That's a near-apocalyptic threat right there! Are they going to end the series on a damn cliffhanger?
Touting as the "final voyage" and then doing a cliffhanger is about as smart as serving up Passover pork ribs. It's stupid by definition.

Having Vadic be the leader of one of several mercenary groups working for somebody else just doesn't line up with the Khan-ish revenge poetry scene we saw in one of the trailers. Unless they're just going to be going for unearned OTT behavior in her case.
The previous two seasons of Picard as well as the four seasons of Disco involved one crew solving apocalyptic threats. And naturally, I would think it would take nothing less than an apocalypse to get the old TNG gang back together.
i dont think it matters at this point. He said there was a nod to Tasha and now almost every fan theory revolves around her or Sela.
They'll probably devote a few episodes (the first act) getting us acquainted with Vadic, before she has her first face-to-face or viewscreen-to-viewscreen with Picard (the second act). This is akin to saying the ocean is filled with water, but I'm posting it anyway.
Possible spinoff plot arc? Spoiler The terrorist network infiltrates Borgati's Borg cooperative, acquires Borg tech, and seeks to create a unit of cybernetically-enhanced terrorists. Naive, idealistic Borgati lets it happen.
