Federation Starships that never had a class name

As the novels go, the Earth Starfleet was a division of UESPA

The one time we saw the organizations "connected" on screen, in that floor ornament in ENT, "Starfleet Command" was on top and "UESPA" on bottom.

What does this mean in terms of hierarchy? The later UFP Starfleet puts the top organization at the bottom - say, with "Starfleet Command" atop but "United Federation of Planets", the superior organization, below. But as argued, the older UESF might not have done things that exact way.

In purely semantic terms, "agencies" and "commands" don't go together in any particularly real-worldish way, now do they? A graphic such as above might rather indicate a joint operation, with CIA and good old SAC sharing credit on a spy flight project (although whether they'd do so by painting it on a carpet is another matter!).
