Federation HQ in space....

FWIW, in the final episode, Starfleet Headquarters is mentioned. Not Federation headquarters.

Now I admit this is a bit vague, but it does open up the possibility that one or both of those headquarterses are planetside again. And also that the USS Federation (which had been serving as Federation HQ) is now just a normal starship once more.

The presence of two Pax-class starships (one of which presumably being USS Federation) on screen together would kinda seem to support this theory.

On a vaguely related matter, remember a season or two ago when Nhan was serving as a security officer, and it was said that Federation Security was now part of Starfleet? I suspect that was a leftover from the post-Burn days, when the Federation was so weak that Starfleet had to absorb some of its functions. (Kind of like how Federation Headquarters also had to house Starfleet Command.) Now that the Federation is thriving again, this would no longer be necessary, and the Federation can once again assume control of civilian security and intelligence. Of course Nhan is still Starfleet so she is now just Starfleet Security once again.

I like the idea of a space station being the HQ of the UFP. It makes it less human-centric. I get it - the show makes humanity the center of the universe because the viewers are human. However, I liked how Babylon 5 had it that a "neutral" station was the center for so many worlds instead of it being on Earth.

It also reminds me of a very old game (Star Wars: Rebellion) where the Rebel Alliance HQ was a mobile space station. Ah memories.
 
Also a HQ in space is safer in case of an attack. If it was on earth the danger for civilians would be much bigger.
 
And buildings are grown in nature?
I don’t know that Starfleet does, but there certainly *ought* to be nanotech that causes or at least allows that very thing to happen, yet. (As would biotechnology, though I assume the anti-genegineering thing prevents it.)

Even after Earth joining the Federation again, the mobile starbase was still used as HQ, and as we see in the finale, years later is even expanded with more stations and still in space.

And it makes sense. For a huge coalition like the Federation, not having a HQ on a member world but rather in space seems more logical. Now ofcourse, for filming reasons it was easier to use established buildings that looked futuristic, but in-universe, I wonder why a space dwelling facility was never considered during the 23rd and 24th century.
Reminds me of the old 1975 Star Fleet Technical Manual, where Starfleet HQ was a space station in the dead centre of Federation space.

We found out it was a starship class! So the UFP is moving towards being more space-faring I think.

In other episodes, “Federation HQ” is mentioned, and even shortened to “Fed HQ”.

The structure clearly serves as both: Starfleet is based there, but so is the President’s office.
