I'm thinking, that Federation respond to Gorn in the border incident at the end of season 2 is too weak. We all know that Gorn has been doing some terror attacks in Federation Space in both Season 1 and Season 2. There are a lot of Federation Citizens who fall into victims to their raids. So real life normal Government will do tough respond to any Federation - Gorn conflict. Specially when that situation come into the safety of Federation citizens.
The problem is, that Federation seems try too hard to avoid conflict with Gorn, even for the expense of their own citizens. The question is why?
I think why the respond of Federation to Gorn is too weak is because they have lost confident in both their military and economy power at that moment. The reason is the recent Federation - Klingon war in Discovery season 1 that left Federation in devastated state. We all know that Klingon caused a lot of damage to Federation. They destroyed Federation Starships, they also bombed Federation planets until Discovery managed to forced Klingon to return to their homeworld. That's why the current Federation feel that they are not ready to start any new conflict against anybody. Specially a savage and brutal species like Gorn.
