Fearful symmetry Borg Sisko how?

So when Sisko in the beginning of fearful symmetry is having his multiversal communion with other Siskos he encounters Borg Sisko.

Apparently in this universe the Borg conquered the UFP and marched towards Bajor apparently conquering it and other powers in the process.

How precisely does he become Emissary in such a context? How exactly would one drone be able to do or change anything? If the Bajorans were assimilated wouldn't that defeat the whole point the celestial temple being re-opened and all that?

I mean a Borgified alpha Quadrant doesn't seem amicable to the Prophet's influence. Or does it?

Even if Drone Sisko happened to discover the wormhole and encounter the wormhole aliens(which would be awesome in how weird it would be) just doesn't jive he could be emissary. If Bajor has been fully Borgified.

If the author or any author is here they might help alleviate confusion.

^ It's a cool idea and we leave it at that to avoid story suggestions. The point is, no matter the circumstances, the Siskin discovers the wormhole. After all, the Prophets retroactively created him to do that. Doesn't preclude things from becoming awkward.

Would be a very awkward introduction.

Honestly, this is such a minor part of the book that I never really gave it much thought.
Does it say in the book whether or not he ran into the Borg before or after he was assimilated?

It says it very easily could have happened, presumably the Saratoga was overtaken in the battle of Wolf 359.

And I know the book is more about Iliana Ghemor but it's such a fascinating detail yet so difficult to imagine.

Perhaps 'Sisko of Borg' is more independent, like Seven of Nine was.

I mean, when VOY introduced the character, it seemed clear that Seven wasn't just another mindless drone, even before she was separated from the Collective. The same could apply to Sisko.
