Keep in mind this asking about villains, so only vote for Klingons, for example, if you like them as an antagonistic race.
 
I loved the Cardassians, since day one. They were smart, sneaky, violent, harsh and very three dimensional. In my mind, the perfect Trek villians. I'd say they were even better than the Borg, since they were more versitile in how they could be used, as well.
 
There were only a relatively small number of Suliban, the "cabal" that were working for "future guy", that were actively participating in the TCW, correct? Not all Suliban...

I'm a TOS guy, so I'd have to go with the Klingons and Romulans.
 
The Dominion, they are as cunning as the Romulans, agressive as the Klingons and relentless as the borg
 
The Cardassians are an interesting race for many reasons, but purely thinking from a villainous perspective I prefer the Borg. Especially early on they really seemed like a force of nature that was almost unstoppable, that trying to beat them was like ordering the tide not to rise.
 
Remember, though, that most of the Borg drones are co-opted victims of whoever began the whole assimilation process.

Don't really think I have a favorite villain race.
 
I like the Klingons as villains in TOS and the TOS movies. A great metaphor for the Cold War.

Easily the Cardies. If you took a random Klingon or Romulan from one episode and switched it with one from a different episode I wouldn't be able to tell the difference but all of the Cardassians we see have very distinct personalities. Even when we are first introduced to them the three we meet are all easily told apart by their motivations and attitude.
 
I considered Cardassians, the Dominion, and the Borg, but overall I went for the Romulans. That preference dates all the way back to Balance of Terror, my favourite episode of TOS.
 
The Hirogen. They're pretty damn badass and I love that. They're what the Klingons and Jem'hadar are always talking themselves up to be.
 
From TOS through the first six films, I'd say the Klingons. The way they were developed and evolved over that time period, culminating in the Khitomer conference in TUC, was a uniquely satisfying arc.

TNG and on -- I'd have to go with the Borg. That could be nostalgia, but they assimilated a part of my heart.
