Hard to make my mind up between Sisko and TOS Kirk, but I had to go with The Emissary.
Janeway next - no way I'd keep Picard in the top 3 anymore. Perhaps if I only judged on the D years I'd be torn between Picard and Kirk?

Pike & Burnham down the bottom. If we were talking Greenwood's Pike, I'd bump above Archer.
