Gotta disagree here. If Dukat instilled the same zeal into speeches about getting the mines down that he instilled into romancing Kira and impressing Ziyal, then it would have sped the process along considerably and thus got the mines down in time to win the War. The show also notes this by showing Weyoun thinking about the big picture of remaining vigilant and needing a massive occupation army etc., whereas Dukat is too busy revelling in the glory of having the station that he can't be bothered worrying about counter attacks.
