Plus the fact that all factions seem to still be in almost the same position as if the game never took place. I strongly suspect the pieces didn't move that much. If the Legion was talked down, then withdrew, the Khans might stick around as the NCR licks it's wounds and House cleans, um, house. We know the Legion attempted an attack on Novac during the battle so that might be how the Khans got there. I recommend the game or at least the Oxhorn series on YOUTUBE on the full story of New Vegas.I haven't played the game, so I only know a few bits and pieces I've picked up from the articles about the games.
