Fair Haven - An alternative perspective

Holodecks run on an "independent" power source from the rest of the ship. They were more important than the shields or weapons or life support which ran on the same power as the rest of the ship. Kind of silly but the plot often required that the holodecks stay working when everything else was failing. Like in Night when the aliens dampened the entire ships power. Except for Captain Proton which stayed active but dimmed the lights slightly.
 
It's rather ridiculous that the holodeck safety protocols can be turned off at all, much less that they fail all the time. In a world that made sense, the holodeck would shut down, instantly and infallibly, the moment the safeties stopped working. It's like the emergency brake on a bus: when air pressure is lost in the brakes, the brake activates and cannot be turned off. It's safer to have a bus that's incapable of moving than a bus that can't stop.
