Wasn't Torias just an "assisting outsider" in "Infinity", in much the same way that Audrid was in "Sins of the Mother"? (I can't check myself, as I had to give up most of my books when I moved to Colorado.)

^ Actually in the novel Antimatter the Federation Starship USS Hannibal was under construction at the New Okana Shipyards on Bajor. At the end Sisko believed that Starfleet and the Bajorans would collaborate on more starships produced on Bajor.
Maybe in the build-up to the Ascendants' invasion, Command assigned the Aventine to DS9 as back-up for the Defiant or maybe the latter was destroyed.
Whether Bajor has a fleet of ships is irrelevant, really, since they joined the Federation.
the Bajorans in particular would not have a fleet of "starships" maybe sub-impulse or impulse-only raiders at best. Their spacefaring capabilities were described in the Terok Nor trilogy as was what happened to it. All they have left is what they managed to squirrel away.
