Who knows what his actual intentions were, but his voice was very stern.
It's just the kind of bullshit that they say once and is never alluded to ever again. There are hundreds of lines like that.

We saw a drone trying over and over again trying to assimilate a dead 8472 and failing. it didn't understand why it shouldn't stop trying to do something that was clearly impossible, because resistance is futile.
