The human xenophobia is a creation of the later shows. It was never in evidence in "Mirror, Mirror".

Well, Soval, and the Andorians, Orions and Tellarites we saw serving in Starfleet in those episodes were slaves forced to work in the enlisted ranks, though Soval was apparently still science officer of the Avenger. T'Pol was a command-department officer with the rank of Lt.
