DS9 Season 1 isn't anywhere near as bad as people claim it is (it's the best first season of non-TOS Trek by far).
That said, a lot of the first season was just throwing things against the wall and seeing what stuck. They had the tone down, and they were working out the bugs in the characters, but they really hadn't figured out yet the stories they wanted to tell.

I'd say more like to set up TOS, but in such a way that even those of us already well familiar with it won't be able to predict the course that will be taken in arriving there, and upon revisiting will see it in a new and different light than ever before.So is this whole Discovery thing a front to just do TOS again?
They really aren't. Most shows don't get two years "to get it right", they either sink or swim.

Not sure. Quinto is a great actor, and I don't think he came close to Nimoy's interpretation of the role. There have been plenty of Vulcans over the years, and only Mark Lenard created one that I felt was worthy of Nimoy.
I can't be 100 percent certain if that's the actor or the writing, but Spock must be more difficult to pull off than it looks.
This is 'The Cage' Spock who was more emotional and not quite as stoic yet.Spock requires an almost perfect actor to pull it off. An actor who can proclaim Spock without raising his voice. An actor who can proclaim emotion while remaining perfectly calm. An actor who can express intense emotion by raising an eyebrow or making a scathing quip without showing anything more than the tiniest smile. And an actor who can raise the emotional level of a Vulcan to gargantuan heights when, on the rare occasions, that Vulcan Logic fails. I don't know if Peck can do any of those things, but I'm willing to give him the opportunity to try. He has to go into this with all his heart, or he will fail. I applaud him for trying.
