Estimate : When in ST would the DQ....

...become accessible to proper exploration, ala five (or maybe twenty) year missions? Voyager brought back a shipload of distance-eating tech, and even the stuff they encountered that didn't work could inspire Starfleet techs to go places they might not have.
 
Judging from "Living Witness," which involves star-faring cultures existing 700 years after Voyager's exploits, neither of whom knew about the Federation outside of Voyager, I think it's unlikely the Federation ever explored the Delta Quadrant.

EDIT: Or, if they did, it was in the 31st Century. And given the Temporal Cold War, etc, and the development of timeships, perhaps the Federation was no longer interested at that point in 'space' travel.

Probably when they have access to Transwarp or Quantum Slipstream technology or something.
 
I would say that open exploration would be accessible once SF stabilizes QS, achieves TW velocities or adapts space folding techs.
I think none of the A/B quadrant powers would be able to expand into those territories on a military basis like intentional construction of starbases in certain parts of the DQ without explicit permission from other powers and agreement that they can use it as well (I think they mentioned this kind of contract in DS9 and Voyager).

Btw ... Q may have said that SF wasn't supposed to be in the DQ for another 100 years, but I would speculate that even to the Continuum, species such as the Caretaker can present a unpredictable variation.
After all ... Voyager went through the DQ and explored a fairly small portion of that part of the Galaxy since they traveled towards Earth mainly and rarely took detours.
They wanted to get home yes, but come on, they are on a mission of exploration after all ... detours (however rare or common) were bound to happen.

A single Delta Quadrant society having no knowledge of the Federation does not preclude a Federation presence in the DQ.

The First Contact protocols could conceivably be altered at any point since they were last mentioned. It may be that by the time the Federation was far enough out to meet the "Living Witness" society they did not initiate contact with cultures with deep racial divides. Or, maybe time-travel has replaced warp-travel as the first contact rule-of-thumb. etc etc etc.
