I had this same question. I just watched "Course: Oblivion," and Janeway marries Lt. Torres and Lt. Paris. I was wondering how I could have missed his promotion. But I guess on Soyager he never got demoted in the first place.

Yeah thank, I was wondering that too and my primary reason why I asked was, I wanted him back to rank of lieutenant... I wonder why Harry's not promoted in the show... >_>

The best bit about this episode is when Harry comments that maybe he's in line for a promotion next and everyone just looks at him like he's a giant turd.
