Naturally, there are some very obvious ones like Seska killed off (thankfully!), Seven of Nine joining the crew, or Kes ascending to a higher plane of existence.
I think my favorite of all happened in "Future's End, Part II", where the Doctor gets his mobile emitter. It totally liberates his character and allows him to become much more deeply involved in future episodes. The Doctor was my favorite character of all, so to me this was an essential step forward.
Another key event was the introduction of the Delta Flyer, in "Extreme Risk". This collaborative effort of Borg and Starfleet technology introduces a significant advantage for the Voyager crew, and many things that take place going forward rely heavily on the Delta Flyer.
